  2. Michael, in most states, maybe all, (commuity property or not) the decedent's ESTATE (what he owned) must stand good for what he OWED, and creditors must be paid in fullbefore title passes to any beneficiaries. There are a few exceptions, but not many.

  3.  @SamuelClemente7718 Because some (most?) are quite coercive. Example: the teacher's union that take big bucks out of every teacher's paycheck--whether they wanted to belong or not! FL recently put an end to this.
