Look at the teachers' union there.....or anywhere, for example! And the ports have long been run by the unions in CA. The unions are blocking the shipping from ports in CA.

As far as safety concerns, we already know that teenagers have more car wrecks/accidents than adults do. No need to do the research on that one, insurance companies already have done it for us.
