Paying off local shrieks (it auto corrected and I'm keeping it) isn't an example of corruption, it's an example of diplomatic expediency. Unfortunately when you take out a leader you have to operate with the existing power brokers, unless you decide to go whole hog and even take them out. Operating with existing power brokers is how almost all the people in charge of Imperial Japan became the political leaders of post war Japan. A bag full of cash is cheaper to the US military than body bags for soldiers and the hardware to remove the recipient. Corruption is the exact same: it's a supply officer who diverts supplies to the black market, it's big purchases and payments for products that aren't delivered or are delivered with non working parts.
