  1. If the mutiny has resulted in pitched fighting, the military leader responsible for crushing Wagner could/would have become a hero. A hero who in turn could threaten Putin's political power. By having the Wagner leader make a deal with Balarus, theres no hero it the story just a loud raspberry. See Russia under the Tsars, therenwas a "special relationship" between the peasants and the Tsar. Military failure resulted in the Tsar intervening by firing and replacing military leaders thus maintaining that special relationship. I think a similar structure is sort of emerging, by the focus on bad military leadership. The Tsar system ultimately failed when the Tsar went to the front lines in WW1 to personally take charge of the fighting, and got even more men killed.
