Watching this months after the fact, just wanted to point out that the size of Congress, and thus the size of the electoral college is not Constitutionally limited. Congress chose to limit its size a century ago in part to be able to fit inside the capital building. If congress eleminated the size limit and allowed congress to continue to grow in proportion to the total population then many of the representative imbalances can be reduced. Now they'd have to build a new capital building to fit everyone in session, and honestly they should anyway for security and technology improvements, and yes Congress could become even more jam packed.
Personally I'm in favor of Congress relocating the capital to the near the geographic center of the nation. Establish a federated district for the federal government buildings without residences to avoid the representation failure of DC. The bordering states would establish and regulate the commuter cities. The massive construction to build new cities would be worth trillions of dollars of spending, spurring the economy in those regions, and would increase the population of less populated central states and the regions economy would improve. Right now Population centers are still limited to the coast or other major water ways except for cities like Dallas-Fort Worth, and establishing a new land locked city would help reshape the population distribution long into the future.
I'm also from Texas, so I want to point out Texas already has undue influence on the national stage. Our public school textbooks become the national textbooks for public schools across the nation, and have concerning editorializing of science and history. I look forward to Texas shifting purple, but I don't think the nation is improved just by listening to Texans, because let's face it, we are more than capable of letting our opinions known.
