Indeed, Putin bears responsibility for attacking Ukraine, however we signed Budapest memorandum, didn't stop Russia from making trillions of money off supplying gas to Europe and not helping Ukraine to maintain enough of a military deterrent to confirm our intensions under Budapest memorandum. In fact, in the first weeks of war we made it quite clear we'll let Ukraine fall. In 2014 we did almost nothing to Russia for annexing Crimea and invading Donetsk and Luhansk. So although Putin is responsible, we are doubly responsible. And it's not helpful of Starmer not to admit our responsibility. If you do admit responsibility, you won't do better next time
