  1. She actually explained what she meant. It was the fact that although theoretically there is a veto of an EU member regarding admission of new members, David Cameron pledged that he wouldn't veto it, and it wouldn't be put to a referendum. One doesn't break pledges like this on an international arena. Admitting Turkey was the government policy. So unless another country vetoed it, then 1. Turkey would join the EU and 2. The British people never had a vote on that, just like they didn't vote for admitting Romania, Bulgaria and others.
