There is actually grey area there. At the time there was a special guidance about conducting local election campaining (including planning the campaign), which said everything should be conducted online. I.e. the work excuse is superceded by this guidance. So not sure it is worth promising to resign if he's found to have broken the law. He might need to go to court to prove he is not guilty, and that's even worse - longer, and all that period he will be considered to have broken the law.
