He's old and has alzheimer's. It's that simple. That stare you clipped, that was the alzheimer's stare. Dementia patients do it as well. They are in fact out of time and space as you said. Their brain is trying to process where they are and what's going on. From what I understand it seems surreal to them afterward and they usually do not remember doing it.

@derpyyyyyyyyyyyt We don't elect the president. We never did. The electoral college makes that decision. It is rare that they have a tie and need the popular vote to break it. Rare indeed. And there is the fact that they are both figureheads and wield little real power.
