NO its NOT criminal its exactly how safety in the engineering fields work. No matter how well qualified (and I am qualified in safety engineering) we get OVERRULED by those who are not qualified and at times SACKED for speaking out, which has happened to me. We now live in an era where qualifications, experience, standards and regulations ARE OPTIONAL and in many aspects they are seen as NEGATIVE QUALITIES especially by certain types of people. This is PART OF the whole deregulation mantra of the business world and economists that started with Reaganomics and Thatcherism that preached Chicago School economics from people like Milton Freidman. In one of Milton Freidman's books he argued against regulating and licensing doctors. He claimed people would work out who were the good doctors because their patients would survive and therefore it would be better to let market dynamics rather than a regulatory framework decide what was best practice. That's exactly how the Americans reduced the FAA into ineffectiveness that lead to the Boeing Max-8. Its exactly how other regulatory bodies have been chopped down to the bone and lead to other disasters.

@Oystein87 Its annoying to have clowns like you prove how little you know. This is what it means to de-regulate industry and go to self certification systems. If its not specifically stated in a regulation that's stipulated by a government act then IT IS NOT ENFORCEABLE and that includes standards. Unless a standard is specifically stated to be required by law then you don't have to use it. Almost none of the engineering standards around the world INCLUDING most of the safety standards are actually required by law. I have been in the meetings where I got stomped on by people saying "that's only a standard." I have actually been kicked off projects just like the guys at Oceangate for speaking out and because of how employment contracts get written people have defense AND if you speak out you can get sued for breach of contract.

@raeperonneau4941 That international waters issue might also be the thing that catches them out because it brings it under an unusual US law called the Death on the High Seas Act, which covers liability for vessels operating beyond America's sea boundary. There's a YT Channel called "Legal Eagle" and he did a video on this.
