Aerospace engineer here and what you are describing is exactly we have the same sorts of problems in engineering. I don't have any exact quote but there's a basic principle that the worst enemy is not the person confronting you but the person standing beside you who caused that person to confront you. The biggest problem engineers have are bad engineers who somehow worm their way into senior management despite how bad at engineering they are.
