We have companies who come here win big government and big industrial contracts and then set up a hiring scheme where they can bring in cheap people from Asia. It sin credibly prevalent in the IT industry, but also happens across the broader engineering industry. They use the same excuse Saagar mentioned "can't find enough qualified people." I'm an engineer and I have seen it done and have personally lost work and income because of the practice. The standard technique is to demand something impossible like having certain amounts of experience in a specific technology. For example they will demand 3 years experience in something that has only been available for 2. In the IT industry they the favored technique is to offer the legal minimum wage while demanding 10+ years experience. They get no Australian applicants and several 1000 from India or Africa. That or they simply relocate the work offshore to India or Singapore or Thailand or somewhere else.
