  1. Thom I think you'll find they want to go all the way back to the original form of Democracy in Ancient Athens when only "citizens" got to vote. In that system the only people who were citizens were men and only those who had been vouched for of who had the money to join the club. The other 99% of the population were women, children and slaves.
