  1. The better question is why have NONE of them ever been held accountable. This is why Donald Trump was laughed at when he spoke at the UN. America has become a sad joke. Americans constantly talk about the "rules based order" and howl that Putin is a war Criminal and needs to be locked up and then lets people like Elliot Abrams, Henry Kissinger, John Bolton and others walk around free. One of the most notorious of these people is John Yoo who was Deputy Assistant Attorney General for the Office of Legal Counsel and wrote the infamous "torture" memos that allowed water boarding and the other "enhance interrogation" methods and that lead to the atrocities at Abu Ghraib and Bagram AFB. On Wikipedia it says "A report by the Justice Department's Office of Professional Responsibility stated that Yoo's justification of waterboarding and other "enhanced interrogation methods" constituted "intentional professional misconduct" and recommended that Yoo be referred to his state bar association for possible disciplinary proceedings." But that was overruled in 2010 by Senior Justice Department lawyer David Margolis. John Yoo now serves as the Emanuel S. Heller Professor of Law at the University of California, Berkeley. America doesn't hold people accountable it PROMOTES THEM.
