Anyone who has ever had standard military sniper tactics explained or described knows they target the chest also called the centre body mass (CBM). They don't target the head because its a lower percentage shot. That's why people have PRESS or POLICE or FBI across their chest and the same place across their back. That way any trained sniper (or trained soldier) will see it. Because she was shot in the face that would tend to indicate that the sniper after seeing she was wearing a vest then retargeted her head. That means the sniper would have seen the word PRESS.
