Its not just Vance its a lot of politicians these days. Its become almost standard practice. Irrespective of the question say "..........." British politician Rory Stewart recently described this as the "dead cat strategy" and that Boris Johnson constantly played it and that Trump constantly plays it. Irrespective of what is asked and its especially true when a scandal breaks "throw a dead cat on the table." The idea is that no matter what the question is or the scandal is EVERYONE has to talk about the dead cat that's just been thrown on the table and that causes lots of noise, distraction and most importantly delays discussing anything else. Recently there were fresh reports of Trump being compromised by the Russians with something new. That's been swept aside by all the "dead cats."
