Back in the early 1700s when the British were going head to head with the Spanish in the War of the Spanish Succession and they needed more men and more ships they started enlisting and paying what they called "privateers." This wasn't the first time in history that a state or nation had employed mercenaries, but it was the first time a major global power had done it at that sort of scale and over such a vast area. It worked really well right up until the British and Spanish signed a peace treaty and ended their war (1715). In a heartbeat all those "privateers" became unemployed BUT still had their ships, cannons, pistols,... etc. It didn't go well for anyone and the "privateers" found new employment as pirates. Most people know about the pirates in the Caribbean but they also rampaged across the Indian Ocean, the North American eastern seaboard, and the West African coast. They go so bad that these once loyal defenders of the British Empire became labelled Hostis humani generis (Latin for 'an enemy of mankind'). Note: the American's also tried this style of war in Iraq and Afghanistan with outfits like Blackwater. It didn't go well and bad things happened like the Nisour Square massacre in 2007. One day governments will work out that todays "privateer" is tomorrows pirate and end up costing a lot more.
