During the documentary they discuss the "Powell Doctrine." Ret. Marine Corps Gen. Joseph P. Hoar gives the basics. 1) Congress must give the military clear and realistic objectives. Congress and POTUS cannot simply say go there do stuff. 2) Congress must authorise the forces and manpower that the military say they need to do the task assigned. 3) The action must have the support of the American people. 4) There must be an exit strategy. Put simply get the job done and then get the troops home. ALL 4 must be in place BEFORE committing the military to action. This process was developed after Vietnam and was employed in Desert Storm (to get Iraq out of Kuwait). This part of the documentary detailed how this was NOT DONE before the Invasion of Iraq after 9/11. If you watch the documentary note item 2 and what Paul Wolfowitz told congress. Do you think the Russians did their homework any better than America and its Allies before Iraq? You would have thought would be superpowers had learned by now.
