  3. You forget - he can't at the moment and quite possibly wont. He's lost a lot of his power to Trump and this might be away to deal with that. It might also be a way to get a few others back under his thumb. After all people like McConnell don't like losing power and he's lost a lot.

  4. Quite possibly but then maybe not. McConnell and others have lost a lot of power and they are the type of people who DON'T like losing power. They might see this as an opportunity to put a few people back in their boxes.
