I think in the USA many traffic lights are designed to create traffic with the purpose to reduce the chance of excessive speeding. Same goes with modern parking lots around shopping centers. They design the entrance to maximize the traffic so everyone has to go slow. The thing after enough frustration with these designs I go somewhere else to avoid the 15 minutes it takes to get parked.

hickspaced My point is the area I was mostly talking about which was designed in the last few years. It's very clear that they read this research and gone out of the way to make traffic as bad as it can be to keep drivers from speeding. As a customer I no longer go to that shopping center because it takes 10 to 15 minutes to get to park. I can instead go to a different store that was designed decades ago and park in 1 minute and avoid the hassle. Their loss for the bad customer experience.
