If yes, than imagine if tons of immigrants come in and take a lot of those jobs. Suddenly black people would be complaining again, blaming the government for not being able to get a job. Btw, be careful with "historical" oppression or similar phrases, because people can be historically oppressed forever! Even 1000 year from now, they will still be "historically" oppressed.
