@wideawakerealist2141 It is also a personal choice to sign a tenancy agreement . I am technically homeless & I am disabled and I would take up a council tenancy instantly despite this rationing. Do you not understand that the hot water is heated by a centralised boiler so the choice to run the boiler is not an individual choice it should be collective. I imagine that this is a bit of a nightmare for some tenants(If they are leaseholders, why would you buy a lease on a flat with communal heating if you want individual control) and I think the council have made a mistake by not having at least some sort of vote on it. The problem if gas prices skyrocket(which they have and are still likely to increase) then having the boiler on 24/7 could mean the council having to increase rents and leasehold payments by more than tenants can afford. The Tory government is largely to blame for the parlous state we are in now(look at France and their nationalised energy company EDF for a comparison) and they have systematically cut the amount of money the grant to councils. They should be solving this problem with more money I don't agree with utilities being in private hands, they should be nationalised, then this wouldn't be happening. Do you not remember the Tory Heath government, who caused a 3 day week and power cuts for everyone, due to their reckless budget and intransigent approach to industrial relations?

@wideawakerealist2141 I think if it was a breach of contract then it would be mentioned in this video. I would expect Labour to be more "nannying" - the Tories, especially the current crop, are of the "libertarian" (_laissez faire_) type. The central supply model is obviously fairly archaic. Where I am staying(Labour borough of Greenwich), a 14 flat block, the heating & hot water is also central but Greenwich haven't announced any similar measures. The rent my friend pays is about half or even less than a similar private flat in the area, even though, by law , councils have to make enough profit from rent to pay for the upkeep of the property. This fact alone makes building more social housing a no-brainer, because the reduction in housing benefit would be immense. It is ridiculous that the government has to subsidise greedy employers like say the big supermarkets who don't pay enough for their employees to live in the area without claiming benefit.

@personalcheeses8073 I think the real problem is the archaic central boiler system. The problem with such a system is the boiler has to run 24 hours a day. It is a difficult situation, because if they pass the cost of the gas onto the tenants, unlike someone who has a combi boiler, their rent(the heating is inclusive) will rise by a large amount. Say you live in a 500 flat block If you only want your heating on an hour a day but all the other 499 neighbours have theirs on 24/7, you still have to to pay the same amount as the other 499 flats regardless of your own usage. What do you propose that a hugely cash-strapped council (that does not receive enough money as it is) does about this issue of communal heating then ? I predict you have zero understanding of the problem, judging by your comment and others. You haven't thought this through at all have you? The problem is not the council it is the fucking Tory scum ruining our country.

They have not had their rights taken away. They are getting what they pay for. Could you afford to have your heating and hot water tank filled & running 24/7? The alternative is making them pay with huge rent rise. What do you suggest then?

Islington is a Labour council so the Tories will do their best to make them look bad. Council tax raises a pittance compared to central government taxation. The council don't have a lot of discretion with their budgets as most of their obligations are statutory. Where is the money for new social housing to relieve the massive housing crisis? In order for the council to convert these very old estates from communal heating to having a gas boiler or better yet a heat exchanger(basically a reverse air conditioner, a truly green solution) in each flat would cost a fortune, but probably wayyyyy less than Hand-Cock and Sunak spunked on shit Chinese reject PPE protection, "Eat out to get infected" and the non-working pile o'shite Track & Trace £100 billion probably plus Trusses Fuckups plus plus plus. I think it is very telling that most commenters on here cannot understand it is the governments wrong policies and the price of gas, but instead think the "elite councillors are corrupt and taking tenants rights away" The Daily Mail tell them what to think. I'm sure the council are having a nightmare and do not know what to do for the best

The problem here is the communal boiler really - this couldn't happen on a mass scale if there wasn't a communal boiler But very foolish to leave a trading bloc something no-one else has ever done for good reason
