Leeds has trialled systems for congestion zones in the early 2010s by building cameras on yellow overhead gantries but these were scrapped and removed. The failed trolleybus was rightly scrapped because Leeds needs both an underground system and tram network. Leeds was criticised in the past for having cycle lanes that started and ended going no where for a few metres in length.
