One possible reason for keeping Russian reserves in foreign countries in foreign currencies could be to state that Russia's foreign debt payments are held by foreign countries who are now responsible to pay existing Russia's debts and liabilities for goods, services and trade from the sanctioned frozen financial foreign reserves.

@factboy3518 Another possible reason for the distribution of assets and wealth around the World could be to protect the assets and wealth after any conflict and regime change anywhere including after a post conflict period leading to improved relations between the East and West and also in the event of naturally occurring global catastrophe.
