It's why Tories will only release necessary local government funding to Elected Mayor's as a way to scrap local government. The government Health and Social Care Bill will mean the NHS will be abolished as NHS services will be commissioned by public private health partnerships initially with local government that itself will be abolished and replaced by private for profit healthcare services.
