Electoral Reform Society calculated that had the 2019 general election used the D'Hondt regional list system of proportional representation then Boris Johnson would have a majority of 3 MPs and have 77 fewer Tory MPs. It would have been a Parliament with no overall majority due to resignations with general election in 2023. Automatic Voter Registration would mean that about 9 million people could be entitled to vote. Almost 13 million people did not or could not vote in the 2016 EU Referendum.
