It's the mechanism by which each country decides, AT ITS DISCRETION, who enters and who does not. Are you entitled to enter any country in the world just because you want to? The Gazans' de facto government is the Hamas, which, apart from being illegitimate as a government, also is a terrorist organization that uses its own subjects as human shields.
