  1. They're lazy, inconsiderate, and get angry because you pointed that out... which (in their mind) makes their behavior your fault, not theirs. Inconsideration is a big part of American society.

  3. Do what airports do. One has to pay a small fee to get a cart. But when you put the cart back, you are reimbursed. I've been in some stores where the carts can not leave the building due to poles on them.
