He's trying to scare the Iranians into making concessions they wouldn't otherwise make. He's just playing a game here, and doesn't intend to follow thru with war. Tulsi didn't understand it was a Trump fakeout, but once she was brought up to speed, then she had to correct and tell everyone that she's still aligned with Trump.

Suddenly, Hindenberg, a Wall Street short-seller has launched a very public attack against the stock of the Adani industrial group, who are Modi's biggest allies and political donors, hailing from his home state and having very intimate ties with him. This attack is threatening to collapse their stock price, and its potency and suddenness of its timing is very suspiciously convenient. I'm not trying to sound like a paranoid, but these days it's hard to dismiss such power moves as benign coincidences. Nuland is known for very dirty tricks. Another thing is that the usual media shills (NYT, etc) are suddenly loudly trumpeting the predicament of the Adani group.
