  1. In anime, they tend to use watercolor matte stills for backgrounds, while only the foreground objects/characters get animated. So your AI renderer should be able to differentiate between foreground and background components of a scene and treat them differently: foreground objects/characters should be animated through shape-tweens, while background scenery should be rendered as watercolor stills to minimize artifacts.
