I think this arrangement was arrived at as a face-saving move after past slippages and overruns. They were originally supposed to send their mission aboard their new Epsilon rocket, but that was taking too long and running over budget. This mission of theirs is a very tiny lander (590kg compared to 3900kg for Chandrayaan-3 Lander+PM stack), and yet they couldn't send this thing more directly?
