  4. No, and I read a story once where their relatives can inherit the rent control apartment. A lady in NYC was living in a 3 bedroom for $152 a month, she's been there 50 years.

  6. So you're basically ripping off the landlord... and you have crappy free insurance. It probably takes you months to get an appointment. There's just no incentive to do better with all the freebies.
