  1. yes three quarters of state legislatures must ratify an amendment according to the Constitution. We must strive also to re educate ourselves on the entire Constitution. Look I am starting over too. It is a relearning process. Yes three quarters of state legislatures which is separate and different from Congress. Congress itself cannot pass a Constitutional amendment by theirself.
