  5. Unfortunately, this does not apply to rural ISPs. When the ISP's facility burns down the ISP goes out of business, some towns will have no internet whatsoever for 5 years or more, as the local town councils only allow one ISP to have service in their town, and changing the allowed ISP is a big slow process that involves lots of bureaucratic red tape.
