  40. I don't see what's wrong with handing out needles to addicts to keep disease down, as addicts are not addicts because needles are given away. Addicts are going to find a way to do drugs, free needles or not. However, there should be some form of control in place: when you first get some you have to have a valid ID. You will get....10? 20? However many an average addict needs for a week. When you need more after that, you will only be given as many new ones as old ones you return. If you want new ones without an exchange, you must present your ID. If you have already been given your first batch without exchange, you will have to wait 2 years (or whatever) until you can do that again. No old ones to exchange, you get no more new ones. And you can exchange as many as you want, this giving people incentive to pick them up off the streets. Continuing to just hand out free shit everytime someone cries doesn't solve any problems. It generally makes things worse. Such is the problem with welfare recipients...in America at least.

They were mostly criminals and were treated like any other criminal of any other race. The fact that a lot more of them were lynched per capita speaks to THEIR behavior, not how racist Whites were. They are quite literally part different species, which would make them a different subspecies AT BEST. Any other type of living animal would be classified in this way. We only make exceptions for humans.
