Didn't Michael suffered from a skin condition that was slowly turning his skin white and after a while, he had patches all over his body so instead of putting dark make up to "fix" them, he choose to go the other way around and bleach the little dark skin he still had because it was just more convenient ? I think that was the final story that was revealed by his doctors and family.

Probably both, he must have severe lack self esteem and confidence and has started the process for this reason but as he realized shit was expensive and people on social medias need villains to make fun of, he went about it as a meme. But his first motives still stand. To me this dude is a lost guy but he's too deep into his thing to get better, kinda sad to be honest.
