  2. These are rented cars, if you're a cop patrolling the area for years you better know all the rentals by eyes. They say that they are speeding as an excuse to pull them over and clear their suspicions. If the drivers are behaving weird, they send the K9 so not even a need to ask for permission to search the car (signaling that only the K9 operator can understand so he fakes it). Sometimes the drivers have nothing and are legit travelers, occasionally something illegal is found and everybody wins: bad guys sentenced, drugs off the street, good guys aren't set up, and it's all good.
