To be fair that's the way a lot of 4chan users have used Pepe to troll the ADL into thinking it was a white supremacist dog whistle. It kinda became it weirdly enough. It's like if you pretend to be a crackhead on Hollywood Bd for laughs and everyday you hit that crack pipe to really sell the act, after how many days can you be considered a real crackhead instead of a regular 9-5 worker pretending to be one for laughs? Obviously pepe isn't a white supremacist symbol but thee have been a small part of the internet who used it as such. And it became it for them. That's what a dog whistle is.
