  1. Speaking from a place of long term research... ;) you are correct. Some NHIs are indigenous and have been here longer than us. Archeology indicates they used to live openly and mingle with humans. Now they are concealed and live underground. Why we got the surface is not obvious to me. But religious texts say we were given dominion of the surface of the Earth, the beasts, birds, fowl etc. Something pretty serious happened circa 7,000 years ago, probably a nuclear war, which inter alia turned the Sinai into a desert, and led to humans controlling the surface while others lived underground or off-planet. Over its 4.5 billion year life the Earth has undoubtedly seen many alien missions come and go, and an unknown number of native civilizations arise. There are indications that the Earth was terraformed 4bn years ago and is largely artificial. It was not naturally suitable for life. Which incredibly ancient civilization did that?! Are they still around? Probably not.

  2. The reason they are not releasing any information is probably because there is some very profound and disturbing aspect to the phenomenon beyond just aliens are visiting Earth. Tucker Carlson asked Trump about it and got the answer, "If you knew what I know, you wouldn't tell anyone either." (Carlson said this in one of his videos.) Disclosure would rapidly lead to questions about abduction of/experimentation on humans; questions on human origins; aliens that are not extraterrestrial but are native to the Earth and have been here millions of years longer than us; and whether humanity is an alien construct and if yes, why. Learning that they are essentially cows in a field would not go down well with the public. Add to that the fact that the surface of Mars looks like it has been wrecked by nuclear bombardment, and the Moon is sufficiently weird to probably be completely artificial and you have got enough reasons not to tell the public anything.

  4. The French government has been quite open on the subject. Their agency, the Groupe d'Études et d'Informations sur les Phénomènes Aérospatiaux has openly stated that some UFOs are extraterrestrial.

  5. There has been an official policy of ridicule about the subject. In the past people who expressed an interest were labelled as kooks. Academics need their reputations to progress and avoided the subject. Now the shield of ridicule has collapsed - serious scientists are openly talking about the subject and papers are being accepted in serious journals. Astronomers are reporting observations that are most likely alien constructs; observations which others can reproduce at will.
