If someone builds a giant face looking up to the sky, then they are trying to communicate a message; and not communicate with fellow Martians, communicate with people arriving or viewing from space. The message they are sending is obvious: we were here and here is where you need to look to see what we left behind. I speculate they were a post-apocalyptic remnant of the Martian civilization and, knowing they were going extinct, they built the face to house a library/museum which contained whatever they had left after the war. Their equivalent of the Mona Lisa is there; their great works of literature; a history of their people.
