By way of contrast: Through the window, I saw my friend's car being hit twice by another car as it left a pub car park. I gave my friend the number and he gave it to the police. The police asked me for a written statement, visited the driver at home, prosecuted him, he was convicted and fined several hundred pounds plus victim surcharge.

@NorthWestOutlaws It was the Surrey Police. Ironically, because of the carpark floodlights on the windscreen I couldn't see which one of the couple was driving so my statement did not identify the driver. I assume the police got the details when they interviewed them. So if they had just gone "no comment" prosecution might have failed. Turns out it was the man, and a waitress at the pub told me he'd had multiple bottles of wine that night so he probably got lucky with his "without due care and attention" conviction; should have been DUI. Which might also account for him not stopping - and avoiding the police altogether.
