Under international law Gaza is still considered occupied since 2005, and has been since 1967, since Israel still has not transferred sovereign powers, and instead maintains control over the ability of authorities in Palestine to function effectively. Examples: water and electricity, airspace, supply of civilian infrastructure, etc......
