From his point of view, once he has won the election he can then tell all those organizations to fight back and kill people who he does not see as supporters of his regime. If he truly hated nazi's he would have just said "I completely hate and do not support any nazi organizations of any kind." But he couldn't do it. He knows that a lot of these types of people are part of his support base, so he didn't say he disapproved of the Nazi's he just told them to stand by and wait instead.
