This fellow does not understand the 2/3 rule in the Constitution. Slaves were not citizens and the rule was implemented because the South wanted their slave's numbers to bolster representation in Congress. The 2/3 Compromise allowed only 2 out of every 3 slaves to count for this purpose, i.e. Southern representation was limited and hence their power at the Federal level, due to this Constitutional provision. It did not state that a slave had 2/3 the value of a human being. Indians also did not count in terms of representation, does this mean, using the same logic, that a Native American had zero humanity, comparatively? No, is the correct answer here. Indians also, were not citizens nor recognized as such until the 20th century.
