  2. Golf courses etc… are not the problem here. It’s all about agriculture, which consumes 80+% of all water in this region. Fix this issue and you solve the problem. One answer is desalination plants in California and making that state create the infrastructure to hold excess water, like for this year, rather than letting it flow back into the ocean.
