If you're talking about the clip that starts around 0:55, then the car is most definitely in the wrong. Not only does it appear to be an actual runway that the pilot is landing on and not a simple CAR ROAD as you put it, but there are also what appear to be warning signs on both sides of the road on both sides of the runway, probably to warn them to watch for planes. It was the DRIVER who didn't bother to look. I've seen similar setups like this in residential airport runways, especially when they are not officially controlled runways (ie. lack a tower, lighting, or other officials to control approach, landings, take-offs, etc). normally jurisdiction over the airspace itself is with the reginal ATC, but local control is shared among the pilots using the field itself. Would be 100% different if we were talking about the later clip where the pilot institutes an emergency landing on a highway, but this was definitely a runway.
