I was honestly surprised that the pursuit went on for as long as it did. They had several chances on lightly populated roads early on to PIT the car and end it. They could have moved in to box the car in when they went into the parking lot as well, but the cops stayed back. It's like they are so scared to do their jobs at risk of being called out that they let a high speed pursuit go on WAY longer than was needed.
