This is such a big thing to point out. In Australia, there are now more educated migrants coming from India than the UK and China. So with so many educated Indians leaving India, how will India be able to develop? The educated people will leave and prevent India from developing and with their job crisis, I don't see why any reason why anybody would stay. The government and nationalists don't see this though but in due time, India will be suffering from a brain drain and it will join Malaysia (a country currently suffering from a severe brain drain and consequently struggling to reach high income status).

Yeah a cultural revolution is needed and in that cultural revolution, they need to learn how to treat people fairly instead of judging based on religion and caste.

@hyeung1 When countries set out goals of becoming "developed", they mean reaching the threshold of high income nation as per the World Bank or IMF listings (these threshold levels change every financial year). People wrongly believe "developed" is about infrastructure and high economic growth and all these other things and so believe when goals like this are set, they are trying to achieve ideas of what "developed" is per 2022 standards. That is so wrong and I don't know why anybody would think that if they are familiar with economics. The whole reason we have the concepts of "developed", "developing" etc. is because of national income (the total amount of money generated by a country), this is what in part dictates quality of life.

@hyeung1 Well Saudi Arabia is a high income nation. It has been so since 2003 and their quality of life is per the standard required to be considered "developed" according to the Human Development Index. They have a HDI of 0.854 which ranks them as "very high". Only reason why they may not be considered "developed" in colloquial contexts is because they haven't reached the IMF threshold for developed status and their economic influence and prowess is limited to oil. In other words, they're only rich and have a high standard of living because of oil and their heavy reliance on foreign labour (both skilled and unskilled) to hold their economy up. Other than that, they tick all of the other boxes required to be considered "developed".

@hyeung1 Another thing to point out is that Saudi Arabia may not be considered "developed" by many but they won't be considered "developing" either.
