  1.  @gingerbread_GB  They don't own it though. They claim it but it's under the jurisdiction of the Bhutanese government. So yes what the OP said is correct because it is legally Bhutanese land.

BTW, there are millions of East Asian-passing people in northern India and millions of brown-skinned-looking NE Indians like the Assamese. The leader of the separatist group that is fighting for Northeast Indian states to gain independence and is being sheltered by China atm literally looks no different to someone from mainland India.
