  4. The UN doesn't just interfere unless asked. India can't do anything unless Bhutan tells India to do something. If India were to just interfere in Bhutan's affairs, that would be a breach of their agreement and Bhutan's sovereignty in general. Bhutan is an independent country, it can do what it wants.
